
Companies can hire software developers in Brazil by recruiting employees through their own entity, using an employer of record, adding vendor-employed staff, buying a managed delivery service, or engaging a genuinely independent contractor. Those routes differ in control, cost, employment exposure, and responsibility for software outcomes.
For international companies assessing Latin America, public measures point to a large but difficult-to-quantify tech talent pool in Brazil. They count different populations, and no single figure represents “developers available to hire.” When hiring Brazilian developers, begin the hiring process with the role, location, employment model, language requirement, compensation range, and evidence expected from each candidate.

GitHub counted 6.89 million developers in its 2025 Brazil community measure.

Which hiring route fits the work
Choose the route from the working relationship and delivery responsibility. Use the table when choosing a hiring model: identify who employs the person and who owns delivery.
Control drives the contract. When the buyer wants to choose each engineer, assign daily work, approve leave, and run performance discussions, the employment or augmentation structure deserves closer review than a managed service built around provider-owned outcomes.
An EOR isn’t a managed software company. It handles local employment while the buyer still manages work and product outcomes. When the buyer’s own entity remains the employer, a payroll processor handles payroll rather than employment. When comparing providers, keep Brazil-based development firms separate from employment intermediaries.
A five-person managed software development team and five EOR hires require separate contracts, operating models, and cost sheets.
Brazil’s software development market
Current evidence offers several valid but non-equivalent views of Brazil’s tech sector and technology workforce. The definitions matter.
GitHub’s Octoverse 2025 report counted 6.89 million developers in its Brazil community measure and ranked Brazil fourth globally, but that figure describes a platform community rather than employed engineers or candidates available to recruit.
Brasscom’s 2025 sector report described these populations:
3,238,011 professionals in its ICT macrosector definition, including 2,125,602 CLT employees, 528,858 individual microentrepreneurs, and 583,551 informal workers;
1,239,078 formal CLT employees in the narrower ICT sector;
494,427 IT professionals within that sector;
290,591 systems-development professionals within the occupational cut; and
916,946 formal employees across the report’s software and services segments.
The figures show depth from several angles. Do not add them together. None establishes how many Brazilian developers are available to hire, their seniority, English level, city concentration, or interest in a foreign employer.
Where to find tech talent in São Paulo, Rio de Janeiro, and beyond
Brazil is too large for a search limited to the major tech hubs. Public technology programs are useful starting points, not a proxy for the best software developers. An ecosystem signal does not prove that an individual candidate has the required skill. Source nationally when the role is remote, then compare candidates on the same evidence.
Location shapes sourcing channels, compensation research, and interview scheduling. Evaluate every candidate against the same role scorecard. A strong national search can also reach Brazilian software engineers outside the best-known hubs without lowering the evidence standard.
How to identify skilled software developers for the product roadmap
A search for senior software developers is too broad without a role-specific brief. Before companies hire software engineers, define the decisions, production risks, and systems the person will own. Then choose titles and assess technical skills against the roadmap rather than filtering candidates by framework.
Full-stack and backend software developers
Hire a full-stack developer when one person needs to work across the interface, API, and data layers while still owning the handoffs between them. A backend developer search needs a sharper scope. State the expected load and data model, then define the integration surface and decision authority. Use either a representative service or a code review for the assessment. A design trade-off also works better than framework trivia.
Mobile developers
Choose native iOS or Android experience when the product relies on platform-specific hardware or when performance and accessibility shape release acceptance. Cross-platform experience may suit a product that shares most behavior across platforms. The candidate should still explain the build and store-release pipeline. Ask where observability lives and how cross-platform code reaches native components.
Data, AI, and machine-learning engineers
The brief should identify which part of the data-to-production chain the person owns. Data engineering and analytics need different evidence from model development or production machine learning. Ask an ML candidate how they handle data quality and evaluation, then how they deploy and monitor the model. The discussion should cover failure modes and cost. Use a role-specific exercise built around an anonymized dataset or system design; a generic algorithm test does not establish production ML judgment.
DevOps, platform, and QA engineers
Test DevOps candidates on infrastructure changes and release safety. Ask how they improve service reliability and respond to incidents. Platform candidates should also show how they improve observability and reduce friction for other engineers. For QA, start with the main risk. Is the priority functional coverage or performance? Does security testing or release automation belong in the same role? Decide whether one person can own the work or several specialists are needed.
Software developer salaries in Brazil
GSC’s analysis of public Stack Overflow Developer Survey 2025 microdata retained 367 respondents in Brazil mapped to full-stack, back-end, front-end, and desktop or enterprise application roles. Annual USD compensation was strictly above $5,000 and below $500,000.
The distribution provides a planning baseline rather than an offer sheet.
Reported work experience changes the observed medians, but experience is not the same as a company’s junior, mid-level, senior, or staff title.
Keep the dip in the final band visible. Respondent mix, role, location, employer, and other factors can affect it. The survey is self-selected and annual compensation may include bonuses and benefits.
Brasscom separately reported a 2025 average monthly salary of R$6,591 for its software-segment definition. That public figure uses a different currency, population, and method. It supplies a separate public lens and cannot validate or invalidate the survey cut.
Salary is only one part of hiring cost
Do not turn the $30,600 median into a loaded payroll budget by adding a single percentage. Annual survey compensation and Brazilian payroll bases are not mechanically interchangeable.
For a local employee scenario, obtain a role-specific BRL offer and model these components:
12 monthly base salaries;
the thirteenth salary;
vacation and the constitutional one-third premium;
employer social contribution under the actual tax regime and payroll base;
RAT/FAP and other applicable contributions;
FGTS and potential termination exposure;
benefits, collective-agreement terms, remote-work reimbursement, and equipment;
recruiting, background checks, HR, payroll, accounting, and legal support;
EOR fees or entity overhead where applicable; and
FX assumptions if the decision model is presented in USD.
For 12 monthly base salaries, one full thirteenth-salary month plus a one-third-month vacation premium creates an identifiable 11.11% recurring cash layer. The remaining employer items sit outside that calculation.
If the alternative is outsourcing software development through a vendor, compare responsibility as well as money. Published software outsourcing rates may include bench risk, management, recruitment, paid leave, and commercial margin. In GSC’s review of public Brazil provider profiles that publish an hourly rate band, the median band midpoint is approximately $75 per hour. That midpoint reflects public profile positioning. Actual salaries and commercial quotes require separate evidence.
A comparable decision sheet therefore has four columns: employee compensation, employer cost, intermediary fees, and vendor billing.
Keep the lanes separate. If finance compares an employee offer with a vendor proposal, it should add each delivery responsibility, statutory component, provider fee, currency assumption, and internal management cost before choosing the cheaper route.
A Brazil recruiting brief for companies hiring developers
A good brief removes avoidable variance before sourcing begins. Before writing job descriptions, identify the decisions the person will make, systems they will own, and communication demands attached to the role.
Include the following information:
employment or engagement route and named legal counterparty;
location constraints and whether the role is remote, hybrid, or office-based;
working hours stated in both the worker’s city and the stakeholder’s city;
English and Portuguese requirements by activity, not a generic fluency label;
architecture, programming languages, frameworks, cloud platforms, security scope, and domain knowledge;
expected level of product ambiguity and stakeholder contact;
compensation range, currency, benefits, equipment, and review process;
interview stages, decision owners, and target start date; and
IP, confidentiality, data access, and background-check conditions.
Brazil has multiple time zones. Most major South and Southeast hubs operate at UTC−3 year-round, other states use UTC−4, and Acre plus western Amazonas use UTC−5. For remote hiring, record the candidate’s city, stakeholder city, and the next US clock-change date.
Hiring remote developers: manage and retain a distributed Brazil team
When Brazilian developers work in international teams, timezone overlap in distributed teams with North American companies only helps when everyone knows how decisions move. Create a written working agreement for Brazilian developers and their US stakeholders before the first sprint.
The agreement should define:
a live collaboration window stated in both cities and reviewed when US clocks change;
which product decisions, design reviews, demos, and incident discussions require synchronous attendance;
where requirements, architecture decisions, approvals, incident updates, and unresolved questions are recorded;
response expectations by channel, including a separate rule for production incidents; and
meeting ownership, so remote developers are not left attending calls without decision authority.
Retention in engineering teams starts with the operating model rather than a one-time benefit package. Show engineers what the next role level requires. Schedule regular career feedback and review pay in the employee’s contractual currency. Give senior engineers durable ownership instead of a queue of disconnected tickets. Repeated after-hours work can lead to developer burnout. Investigate it alongside stalled progression, avoidable departures, and manager churn.

Vet Brazilian engineers with work-relevant evidence
A skills-based hiring process helps identify skilled developers without a long interview chain that tests trivia but misses delivery judgment. A computer science degree, employer name, or framework list is not a substitute for work-relevant evidence. A compact process can produce better evidence.
Role and communication screen
Confirm availability, legal route, compensation expectations, location, schedule, and language needs. For roles serving international clients, ask the candidate to explain one recent technical decision to the kind of stakeholder they would work with.
Technical work sample
Use a bounded exercise based on the actual role: a code review, debugging task, architecture trade-off, data-model critique, or written implementation plan. State the time limit and evaluation criteria. Don’t ask for unpaid production work.
Delivery interview
Discuss how the candidate handled a missed assumption, production problem, difficult review, or ambiguous requirement. Look for specific actions, artifacts, and outcomes.
Team and reference check
For vendor or augmentation hires, interview the actual delivery lead and verify whether the named candidate is reserved for the engagement. For senior or sensitive roles, use lawful, consented references and background checks appropriate to the job.
Employment, contractor, and IP controls
CLT article 3 defines an employee through personal, non-eventual service, salary, and dependence or subordination. Article 6 recognizes remote supervision, and article 9 voids acts intended to evade the CLT. Article 442-B permits a legally compliant autonomous relationship to be continuous or exclusive without automatically creating employment, but labels do not override the facts. The working facts control.
The more a manager controls an individual’s daily hours, methods, approvals, tools, and ongoing role inside the company, the more important a local classification review becomes. The staff augmentation model also needs a written service scope and clear allocation of employment responsibility.
Software Law 9,609 article 4 gives an employer or service buyer a scoped default for software created within covered duties or the contract’s R&D purpose, unless agreed otherwise. Independently created software outside the scope and without listed resources can remain with the creator. Every route still needs explicit confidentiality, foreground and background IP, open-source, invention, repository, credential, documentation, and offboarding terms.
Onboard for delivery and offboard for control
The first week should connect employment administration with real delivery access. The employer or provider must complete its local admission and payroll steps, while the buyer controls product and security access.
A practical onboarding record covers these areas:
signed employment or service documents and confirmed start authorization;
device ownership, security configuration, and remote-work reimbursement;
least-privilege system, repository, cloud, and data access;
architecture and domain orientation;
named product, technical, people, and escalation owners;
definition of done, review rules, release process, and decision records;
a 30–60–90-day plan with observable output; and
scheduled knowledge transfer from day one.

A 90-day developer onboarding plan should increase ownership in stages rather than treat calendar time as proof of performance.
Adjust the outcomes for the role. A platform engineer may prove value through deployment safety and service ownership, while an ML engineer may need to establish a reproducible evaluation and monitoring baseline.
Offboarding has two tracks. Close the local employment or service agreement and confirm any notice requirements before settling final pay or invoices. Then remove access and recover devices. Transfer repository and documentation ownership. Verify data deletion and record who owns continuity. A platform button is not a termination process.
GSC’s role-filtered analysis of 367 Brazil respondents in the Stack Overflow Developer Survey 2025 found median annual compensation of about $30,600, with a 25th percentile of $16,100 and a 75th percentile of $54,600. It is survey compensation, not an outsourcing rate or loaded employer cost.
An employer of record is one commercial route. The exact Brazilian employer, service structure, payroll evidence, authority split, liability, privacy terms, and transition plan still require diligence. Contractor or vendor arrangements may fit different work but shouldn’t be treated as synonyms.
No single fact settles classification. CLT article 442-B says lawful autonomous work may be continuous or exclusive, while articles 3, 6, and 9 require the full relationship and anti-fraud rules to be considered. Obtain role-specific local advice.
Use a managed vendor when you want the supplier to own delivery and manage its team. Use an EOR when you want to manage individuals as your team but need a Brazilian legal employer. Compare total responsibility alongside the fee.
Test the work the person must do: explain an architecture decision, challenge an unclear requirement, write a decision note, or lead a simulated incident update. Country and city averages cannot replace a role-level evaluation.
There is no defensible Brazil-wide hiring time. Role scarcity, compensation approval, interview availability, notice periods, background checks, equipment, and the engagement route all affect the start date. Track time to approved brief, qualified shortlist, final decision, accepted offer, compliant engagement, and productive start separately. An EOR or vendor may remove the need to establish an entity, but neither guarantees candidate availability or immediate onboarding.
Protect production with managed identities, managed devices, and multifactor authentication. Limit each account to required access and log administrative activity. Store secrets in an approved system rather than source code, and revoke access immediately during offboarding. The contract needs clear terms for confidentiality, software ownership, and data deletion. If the developer can access personal data, the data processing agreement needs to identify the parties’ actual roles, approved systems, subprocessors, security duties, incident escalation, and the applicable international-transfer mechanism under the LGPD.
Takeaway
Price comes last. First choose the legal route, ownership model, and evidence standard; then compare compensation, employer obligations, intermediary fees, vendor billing, and delivery responsibility in separate lanes.
